Job Description

The Municipality of Chatham-Kent requires a temporary full-time SharePoint Web Developer for a period up to one year. The SharePoint Web Developer develops and implements applications in the Municipal SharePoint 2013 intranet, extranet and internet environments. This includes being involved in all phases of SharePoint rollout from requirements gathering to implementation. The SharePoint Web Developer designs and develops new SharePoint applications that leverage out-of-the-box functionality and customizes based on the requirements of our business units.

About Information Services:
The information services team is responsible for administration and support of all corporate applications used by the Municipality of Chatham-Kent including our internal and external websites, content management system, finance, payroll, tax, human resources, recreation programming, customer response systems, geographic information systems, permits, licensing, inspection, traffic engineering and public health. Information Services also provides business analysis support for business process assessment and improvement and service requests.

Essential Responsibilities:
• Develop strong relationships with diverse business units to facilitate understanding their business needs
• Collaborate with technical and business team to build and deploy SharePoint solutions in our corporate intranet, extranet and internet environments
• Work with stakeholders to provide SharePoint based solutions to their needs and communicate the proposals to them in an understandable manner
• Develop and recommend organizational web development strategy, standards and policies
• Ensure that application development methodology is strictly enforced for all SharePoint applications
• Conduct research into software application products and services in support of procurement and development effort
• Continually develop skills in the technology in place in the application environment, as well as staying informed on new developments in application technology
• Design, develop, and deploy solutions within the organization's architectural and security principles, policies, and guidelines
• Work with internal and external stakeholders to plan, design, implement and manage application architecture to meet business requirements
• Work with other areas of ITS and business units to resolve service issues
• Work with Business Analysts and the business units to assist with translating business requirements into technical specifications. Assist in interpreting the needs of business units into technology solutions which meet the requirements
• Provide design and usage recommendations for applications provided by other consultants and/or vendors as needed

Essential Qualifications:
• University degree, college certificate or diploma, preferably in an information technology, internet technology, computer science or other closely related program
• Four to six years of information technology related experience plus a minimum of four years' experience with internet and web related technologies with a focus on SharePoint web development
• Demonstrated experience developing applications, customizing sites, web parts, forms development and workflow creation in a MOSS 2013 environment
• Programming knowledge in .NET framework (C#, ASP.NET), HTML, CSS, Javascript, AJAX, SQL and XML/XSL/XSD
• Proficient in designing and developing with SharePoint Designer, SharePoint Server 2013 and Visual Studio 2013
• Technical knowledge and skill to maintain, troubleshoot and identify problems with our web based systems
• Knowledge of security policies and web standards
• Understanding of the standards and practices that govern web development and administration
• Working knowledge of MS Project, Visio (or similar software programs)
• Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or other similar software program)
• All new employees will be required to complete their Health & Safety and other on-line mandatory training on or before their first day of employment; other training (including Health & Safety policies) may also be required

Certifications, Memberships, Licenses:
• Microsoft Certified Professional Developer (MCPD).for Visual Studio using Microsoft .NET and/or SharePoint Developer is preferred
• Microsoft Certified Technology Specialist (MCTS) for SharePoint and SharePoint Server, SQL Server, Visual Studio and/or Windows Server is preferred

Work Environment: 
This position will work indoors.

Driver’s license/vehicle requirements:
Because of the responsibilities, this position requires the successful candidate to have a valid (class G) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent.

Police check requirements
Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.

Essential physical and/or safety requirements:
• Sitting: constant sitting in a chair (constant sitting at a desk operating a computer; sometimes sitting in a vehicle seat to drive to a meeting/training at another location within Chatham-Kent or driving to training in another location (London, Toronto, etc.))
• Hands: constant fine finger dexterity (movement), mousing (constant keyboarding and operating a mouse)

Other physical and/or safety requirements:
• Walking: occasional walking on level surface (ability to get to meetings or co-workers location)
• Sitting: infrequent sitting in a vehicle seat (constant sitting at a desk operating a computer; sometimes sitting in a vehicle seat to drive to a meeting/training at another location within Chatham-Kent or driving to training in another location (London, Toronto, etc.))
• Standing: infrequent standing inside (sometimes standing when discussing information with co-workers)
• Climbing: infrequent climbing stairs (sometimes taking stairs to get to meetings on different floors; elevator is an option as well in most Municipal locations)

Hours of Work:
This position works weekdays, with occasional evenings and weekends, and on call after hours and on weekends.

Compensation:
The hourly wages for this temporary position are currently under review. The applicant would receive 15% in lieu of benefits (which includes health & dental benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay.
