Director, Implementation
REPORTS TO: Chief, Transformational Officer
 
POSITION SUMMARY:
The Transformation Office is seeking an energetic professional with experience leading highly complex, technically-focused projects within a multi-site or regional environment. The largest such project in TransForm’s growing portfolio is the Connecting South West Ontario (cSWO) initiative to create an integrated electronic health record for residents of the region. cSWO is funded by eHealth Ontario.
 
London Health Sciences Centre (LHSC) is the delivery partner for eHealth Ontario and accountable for program management across southwestern Ontario. TransForm will design and pilot-test a clinical data repository for LHSC, and it is one of four Change Management and Adoption Delivery Partners that are responsible to deploy new services. TransForm works with local health service providers to introduce cSWO’s regional technology solutions and service standards into the regular delivery of care.
 
Success will require a sustained effort to engage stakeholders and lead expert opinion to consensus. The Director understands that an investment in new healthcare technology is an opportunity to improve care quality and enhance patients’ health outcomes even as it lowers overall cost to the system. The role requires a champion for best-practice project management methodology, reliable delivery and performance excellence.
 
ESSENTIAL JOB FUNCTIONS:
  • Direct, design and deliver healthcare transformation projects on behalf of the LHIN, member hospitals, other clients, or in partnership with local healthcare providers.
  • Direct the planning, execution and coordination of cSWO strategy deliverables, including implementation and adoption of e-Health solutions across the Erie St Clair region.
  • Interface regularly with appropriate stakeholders to build and maintain strong relationships and ensure smooth transition of business solutions throughout the cSWO Program’s lifecycle
  • Develop and present material for review and information using strong written, verbal and graphical communication skills, with the ability to express complex technical concepts effectively
  • Integrate the principles of effective project portfolio management into day-to-day delivery. Ensure project management standards support the development, management and evolution of the regional electronic health record. Create the framework for multiple teams to execute projects reliably across the portfolio.
  • Establish an evidence-based framework for evaluating performance against the 
  • Branch’s commitments and realistic targets. Develop and maintain measurement infrastructure to:
  • assess the progress of cSWO adoption activities within Erie St Clair;
  • accommodate provincial, enterprise and client operational definitions to increase alignment and minimize measurement burden;
  • support measurement for improvement, accountability and benchmarking;
  • ensure adherence to project management standards, policies and processes; and
  • isolate evidence of value-for-money over time, whether in the form of increased service at lower cost or decreasing cost for same service.
  • Lead and manage the delivery of high quality consultancy services to clients and ensure reliable programme management for timely completion of projects
  • Provide supervision, coaching and training, directly and indirectly, for a team composed of direct reports, contractors, and subject matter expert’s matrixed from elsewhere in the organization. Ensure sustainable in-house capability to deliver Transformation Office commitments.

DECISION MAKING AUTHORITY
  • Manages the relevant portion of the operating budget 
  • Decision support in risk analysis
  • Recruits, trains and mentors staff directly reporting to the position
  • Corporate signing authority as defined in the corporate signing authority policy
     
EDUCATION & EXPERIENCE:
  • University Degree or Community College diploma in a related discipline or equivalent work experience and certifications.
  • Certification in recognized process improvement methodologies, with preference given to study in a North American healthcare context.
  • Certified Project Management Professional (PMP) designation preferred.
  • Minimum 5 years experience in management or supervisory positions within a healthcare or public sector service delivery environment
  • Healthcare IT and technology implementation experience an asset
  • Accountable for large-scale service integration projects
  • Experience establishing and maintaining effective relationships with clients, vendors, team members and end users

  • Written Communications - Ability to produce a variety of business documents that demonstrate command of language, clarity of thought and orderliness of presentation
  • Accuracy/Attention to Detail - Ability to process and present information accurately
  • Interpersonal Relationships - Knowledge of approaches, tools and techniques for working with individuals and groups in a constructive and collaborative manner
  • Problem Solving - Knowledge of approaches, tools, techniques for recognizing, anticipating, and resolving organizational, operational or process problems
  • Conflict Resolution – Ability to address issues and or stressful situations in a calm and professional manner while maintaining composure and retaining positive working relationships with customers and TRANSFORM staff.
TYPICAL PHYSICAL & MENTAL DEMANDS:
  • Must be able to sit at a desk for extended period of time
  • Must be able to lift 30 pounds on occasion
  • Minimal exposure to disagreeable conditions typical of an office position exposed to stress and pressure associated with multiple priorities and deadlines
 
OTHER CONDITIONS:
  • Must be able to travel within the Erie St. Clair area on a regular basis, using own vehicle
