LONDON POLICE SERVICE

Position:                                 Supervisor, Procurement and Materials Management
Status:                                     Permanent, Full Time
Salary:                                  $94,045 (starting) to $110,050 (at 30 months)

The Supervisor, Procurement and Materials Management is responsible for inventory control and management of police equipment, uniforms and stationery. Functions include Operating and Capital development, budget monitoring, planning and monitoring of inventory to include warehousing, shipping, receiving and distribution of products and services. This position will manage and administer operational procedures and best practices for procurement, inventory and contract management activities, and ensure members adhere to LPSB Procurement and Disposal of Surplus Property policy to support members’ needs and meet organizational objectives.
           
The Supervisor, Procurement and Materials Management is responsible and accountable to the
Director, Financial Services for the efficient and timely performance of the assigned duties and responsibilities. Specific responsibilities shall include, but are not limited to:
 
  1. Preparing, managing and auditing of Procurement & Materials Management operational and capital budgets;
  2. Representing Procurement & Materials Management at standing committees and cooperative buying groups to identify, source, trial and purchase equipment and clothing needs of the LPS;
  3. Supervising members of the Procurement & Materials Management Unit;
  4. Coordinating/tracking and following up on issues relating to procurement/supply operations;
  5. Managing Contract Registry for all LPS goods and service agreements;
  6. Formulating, recommending and/or implementing procedures related to effective functioning of the Procurement & Materials Management Unit and preparing objectives and priority of work within assigned area;
  7. Maintaining inventory systems and processes for recording accurate inventory of all equipment, clothing and items assigned to LPS members;
  8. Managing the purchasing, ordering and receiving of product related to QM and
Stationery Stores;
  1. Managing the development, implementation and coordination of all procurement activities, processes and Standard Operating Procedures related to procurement;
  2. Establishing strong partnerships to develop and manage competitive bidding, contracts, vendor relationships and internal buying groups;
  3. Managing the competitive budding and contract processes for all procurement methods such as Requests for Quotes (RFQ), Request for Tenders (RFT), or Requests for Proposals (RFP) and manage the evaluation, awarding and execution of agreements;
  4. Administering LPSB’s Procurement and Disposal of Surplus Property policy and recommending and implementing change to processes and procedures;
  5. Supervising cycle count activities and providing backup for daily activities related to logistics, warehousing, shipping and receiving of police equipment, uniforms and stationery;
  6. Supervising the receipt, issuance, inspection and recordkeeping of police equipment, uniforms and stationery;
  7. Managing purchasing and/or contracting for supplies and services to support LPS operations;
  8. Evaluating and analyzing materials management performance to bring forward ideas for continuous improvement; and
  9. All other duties as assigned within the core competencies.
Requirements:
  • University Degree in Business Management and/or related education
  • Possess one of the following designations: Certified Professional Public Buyer (CPPB) designation, Certified Production and Inventory Management (CPIM) designation or Certified Professional Accountant (CPA) designation
  • Minimum 24-36 months pre-employment related supervisor experience in procurement or materials management
Salary:

$94,045 (starting) to $110,050 (at 30 months)
