Job Description

The Municipality of Chatham-Kent has an opening for a permanent full-time Cloud & Systems Administrator in the Information Technology & Transformation division.

This position will include testing as a part of the recruitment process.

Job description
Cloud & Systems Administrators are responsible for the planning, implementation, configuration and maintenance of corporate server infrastructure and corporate cloud services. This includes: servers (physical and virtual), storage area networks (SANs), virtualization infrastructure, public or private cloud systems and all other centrally managed compute infrastructure. Aside from managing the virtual and physical IT infrastructure, Cloud & Systems Administrators support corporate communication platforms (such as email, VoIP, IM services), use software tools such as System Center Configuration Manager, Operations Manager, Data Protection, Orchestrator, VMware. Cloud & Systems Administrators are also responsible for maintaining Active Directory, Identity Federation Services, Public Key Infrastructure, Application Firewalls, Remote Access, Backup Services, and File Services of the Municipality. Cloud & Systems Administrators also perform a primary role in the maintenance and execution of business continuity and disaster recovery plans. Cloud & Systems Administrators are also the final level of internal support escalation for responsible systems and for overall client and server related issues.

Operate and Maintain
  • Manage system and cloud resources including performance, capacity, availability, serviceability, and recoverability.
  • Monitor and maintain system and cloud infrastructure according to industry best practice, availability, and resource utilization
  • Oversee installation, implementation, configuration, and support of systems and cloud components.
  • Maintain baseline system security and configuration control records according to organizational policies.
  • Develop and document systems administration standard operating procedures.
  • Author and maintain system support documentation for all infrastructure systems
  • Plan, execute, and verify data redundancy and system recovery procedures.
  • Design group policies and access control lists to ensure compatibility with organizational standards, business rules, and needs.
  • Ensure incidents, problems, and events are resolved in a timely manner as required by their business impact through the trouble ticketing system.
  • Provide ongoing troubleshooting, optimization, interoperability testing and problem-solving support.
Securely Provision
  • Ensure that acquired or developed system(s) and architecture(s) are consistent with organization's cybersecurity architecture guidelines and industry best practice standards 
  • Analyze user needs and requirements to plan architecture, system design and to procure solutions.
  • Recommend and plan enterprise technical architecture standards
  • Coordinate with systems architects, project teams and developers, as needed, to provide oversight in the development of design solutions.
  • Consult with customers to evaluate functional requirements, communicate proposals, and provide technical advice or technology opportunities. 
  • Manage some small to large scale technology-based projects
Protect and Defend
  • Perform cyber defense incident triage, to include determining scope, urgency, and potential impact, identifying the specific vulnerability, and making recommendations that enable expeditious remediation.
  • Receive and analyze network and system alerts from various sources within the enterprise and determine possible causes of such alerts.
  • Make recommendations regarding the selection of cost-effective security controls to mitigate risk (e.g., protection of information, systems and processes).
Essential qualifications
  • College diploma or university degree (preferably in a computer science or other closely related program), with four to six years related experience
  • Four to six years practical experience in a corporate IT environment in a related technical role
  • Knowledge of server and client operating systems, system administration, network, and operating system hardening techniques
  • Knowledge of the enterprise information technology (IT) architecture
  • Knowledge of measures or indicators of system performance and availability.
  • Knowledge of virtualization technologies and virtual machine development and maintenance
  • Knowledge of cloud service models and managing cloud; infrastructure, systems, security and software
  • Knowledge of storage area networks, data backup and restoration concepts
  • Knowledge of parallel and distributed computing (e.g. scale up/out, clustering, load balancing)
  • Knowledge of remote access, and web publishing technologies (e.g. vpn, directaccess, web reverse proxy/application firewalls)
  • Knowledge of directory services, network access, identity, and access management (e.g., active directory, public key infrastructure, Oauth, AD Federation Services, OpenID)
  • Knowledge of laws, regulations, policies, and ethics as they relate to cybersecurity and privacy
  • Knowledge of secure configuration management techniques. (e.g., Security Technical Implementation Guides (STIGs), cybersecurity best practices on cisecurity.org) 
  • Knowledge of security models, cybersecurity, privacy principles, cyber threats and vulnerabilities
  • Knowledge of system fault tolerance methodologies, business continuity and disaster recovery continuity of operations plans
  • Knowledge of intrusion detection methodologies and techniques for detecting host and network-based intrusions
  • Knowledge of Microsoft System Center for datacenter management including; Configuration Manager, Operations Manager, Data Protection Manager, Service Manager, and Orchestrator
  • Knowledge of communication platforms and management systems; Microsoft Exchange, Skype for Business, Blackberry Mobile Device Management, Office 365
  • Skill in applying and incorporating information technologies into proposed solutions
  • Skill in applying confidentiality, integrity, and availability principles
  • Skill in conducting system/server planning, management, and maintenance
  • Skill in identifying, anticipating and correcting system/server performance, availability, capacity, or configuration problem
  • Ability to interpret and translate customer requirements into operational capabilities
  • Ability to accurately define and resolve incidents, problems, and events through a ticketing system
  • Ability to apply an organization's goals and objectives to develop and maintain architecture
  • Ability to develop, update, and/or maintain standard operating procedures (SOPs)
  • Ability to collaborate and communicate effectively with others
  • Ability to prepare and present briefings
  • Ability to function effectively in a dynamic, fast-paced environment
  • Ability to apply cybersecurity and privacy principles to organizational requirements
  • Strong computer skills, specifically in command-line, PowerShell, programming/automating, Office 365, SharePoint and Microsoft Office (Word, Excel, PowerPoint, Outlook) (or other similar software program)

Work environment/hours of work
  • This position works indoors 
  • This position works weekday, occasional weekend and evening hours, as well as on-call after hours and on weekends.
  • This position is required to be on call through a scheduled on call rotation. This position is required to be available outside of normal business hours and outside the normal on call rotation to assist with incidents or escalations.
Driver’s licence/vehicle requirements
Because of the responsibilities, this position requires the successful candidate to have a valid class G (or higher) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no ‘non-medical or administrative’ licence suspension in the preceding three (3) years; because this position may be required to drive their own vehicle, a reliable vehicle is also required.

Background check requirements
Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment. The successful candidate may be required to undergo an additional Level 2 Police Information Search (fingerprinting) while working with the Chatham-Kent Police Services (prior to accessing the Police equipment and network).
