Position Summary:
The Supervisor, Operational Accounting provides leadership in the effective administration of the accounts payable, expense reports, and the accounts receivable processes of the Board. The incumbent provides support in the development of internal control structures, assist with salaries & benefits financial / budget modelling along with the preparation related projects, and departmental operational improvements and initiatives.

Position Summary:

Key Responsibilities:
- Supervise assigned analysts and assistants, including delegation of responsibilities, managing performance and conduct issues, setting goals, completing performance appraisals and fostering a cohesive, customer service-oriented environment
- Manage vendor payments and employee expense reimbursements
- Identify, implement and monitor departmental internal controls
- Administer deposit and accounts receivable invoicing processes of the Board
Work Performed:
- Ensure accurate and timely payment of all Board funded vendor payments, wire payments and all employee expense reimbursements
- Review, develop, enhance, and enforce accounting functions and internal expenditure control processes to ensure compliance with legislation, contracts, regulating bodies such as the Ministry of Education and Canada Revenue Agency (CRA), Board policies and procedures
- Provide leadership in the implementation of operational improvements and initiatives
- Manage disbursement processes for vendors and employees, including validation, quality controls, payment processing, expenditure analysis, and escalation of non-compliance matters for discussion and resolution
- Administration of client to vendor relations for the banking institution responsible for electronic fund transfers, inclusive of bank reconciliation
- Review and approve high-value payables and electronic fund transfers
- Leads and validates financial accounting system upgrades as they relate to accounts payable and accounts receivable. Develop and maintain positive relationships with vendors
- Liaise with vendors and TVDSB employees to provide information regarding related accounts payable and accounts receivable inquiries
- Collaborate with Purchasing Services staff to ensure purchasing/expenditure management policies and controls are followed and adhere to contract requirements
- Ensure proper execution of lien searches prior to hold back release on capital project payments
- Develop and execute financial reporting requirements as they pertain to accounts payable and accounts receivable to meet Ministry reporting requirements and deadlines
- Consult with external auditors regarding execution of audits of the expenditure cycle
- Assist in the development of the salary and benefits budget and financial reporting through financial modelling and analysis. Assist with the completion of internal control frameworks used to monitor salary and benefit budgetary compliance
- Prepare data reporting of honoraria and scholarship information to support Payroll Services’ preparation of personal taxation documents
- Develop/update policies and procedures for the Board, along with related implementation documents and organizational training
- Support administration of processes which related to fraud prevention and third-party anonymous reporting tool
- Ad hoc projects involving budget, risk management, and board-level forensic accounting
Qualities/Skills/Specialized Knowledge:
- Supervision of a team inclusive but not limited to coaching, performance management, prioritization of tasks and balancing workloads
- Detailed knowledge of accounting and financial systems (K212 Finance), ePurchasing System and financial institutions’ banking tools
- Knowledge of Government regulations (Excise Tax Act, Income Tax Act, BPS Expense Directive and BPS Procurement Directive)
- Strong proficiency in financial accounting and financial control matters
- Strong proficiency in computer systems such as Outlook 365, MS Office Suite
- Superior organizational and time management skills
- Attention to detail and accuracy
- Excellent interpersonal and communication skills
- Ability to work independently and as part of a team

Education, Experience and Qualifications:
- Completion of a four (4) year degree and/or post-graduate university degree (e.g., Masters degree) in business administration or a related business field and a Certified Professional Accounting Designation
- Five (5) years of related work experience is required
